Don't mix up priorities and keep it simple...
1/ reinforce the actual Safe and Efficient tactic = Initial Attack! It works, it's a proven concept.
2/ a "new" fleet AND more air tankers are needed
3/ R&D: research & development: EVS, Flir, etc.
try every new tool possible and check it improves the safety & efficiency of air ops.
